(AP) — North Carolina Republicans on Wednesday pitched new maps for the state's congressional districts starting in 2024 that appear to threaten the reelection of at least three current Democratic U.S. House members. Senate redistricting committee leaders introduced two proposals that would rework the boundary lines for the state's 14 U.S. House seats. The state House and Senate want to enact a final plan by the end of the month. He said House leaders “worked with Senate leadership on the congressional plan,” but he didn't say which Senate plan the House supported. (AP) — North Carolina Republicans enacted vote-count restrictions and weakened the governor's ability to oversee elections and other state regulatory bodies on Tuesday by overriding Democratic Gov. But Cooper and his allies contend the election legislation is an attack on voting that will give Republicans the upper hand on close results. North Carolina Republican lawmakers voted to override the Democratic governor's vetoes on two election bills on Tuesday, giving themselves new power over election administration and shortening a key voting deadline ahead of the 2024 election. Currently, all election boards in the state are controlled by the governor's party, with nominations made by state parties and appointments made by the governor. "The legislative takeover of state and local elections boards could doom our state's elections to gridlock and severely limit early voting," Cooper said when he vetoed the bill. If county or state election boards do not approve early voting sites and schedules in accordance with state law, early voting can only take place at the county board of elections office. In populous counties, that could leave hundreds of thousands of voters with just one early voting option.

RALEIGH, N.C. (AP) — A federal judge on Saturday blocked two portions of North Carolina's new abortion law from taking effect while a lawsuit continues. But nearly all of the restrictions approved by the legislature this year, including a near-ban after 12 weeks of pregnancy, aren't being specifically challenged and remain intact. The litigation doesn’t directly seek to topple the crux of the abortion law enacted in May after GOP legislators overrode Democratic Gov. North Carolina had a ban on most abortions after 20 weeks before July 1, when the law scaled it back to 12 weeks. (AP) — Tropical Storm Ophelia was expected to make landfall on the North Carolina coast early Saturday morning with the potential for damaging winds and dangerous surges of water, the U.S. National Hurricane Center said. Ophelia was about 70 miles (115 kilometers) south of Cape Lookout, North Carolina, and heading north-northwest at 12 mph (19 kph) late Friday after spinning into tropical storm during the afternoon. A tropical storm warning was issued from Cape Fear, North Carolina, to Fenwick Island, Delaware. The governors of North Carolina, Virginia and Maryland declared a state of emergency Friday as some schools closed early and several weekend events were canceled. The North Carolina Ferry System on Friday suspended service on all routes until conditions improve, officials said.

CNN —Police at the University of North Carolina at Chapel Hill responded to an “armed and dangerous person on or near campus,” according to an alert from the university on Monday. A witness on campus told CNN they were locked down in their building and saw armed officers searching campus. The UNC Hospital also has received no patients from the scene, a spokesperson told CNN. Video from CNN affiliate WRAL in Chapel Hill showed a large number of police vehicles at the campus with their lights flashing. Calls to the Town of Chapel Hill were not immediately returned.

It’s a persistent sense that the inner circle of advisers to the president and several of the very few aides who have been hired for his reelection campaign dismiss as absurd. “They are so underestimated, and they keep getting it right,” said Jim Messina, former president Barack Obama’s 2012 reelection campaign manager, who has been one of the people privately advising Biden’s team to ramp up gradually. “We will grow and ramp up alongside the Biden campaign, probably in late fall or early next year,” Barnes said. “The most important power of incumbency is taking time to plan and build your campaign while your challenger is busy with a primary,” a Democratic campaign veteran said. “You can raise more now, but President Biden is raising less,” a veteran Democratic fundraiser on the West Coast said.

A closely watched political fight is developing in North Carolina over voting rights and control of elections, as Democrats aim to recapture a presidential battleground and Republicans look to win back the governor’s office. Much as Georgia, Florida and Texas drew an outpouring of national attention and political cash as Republicans moved to restrict voting in the heated months after the 2020 election, North Carolina is poised for headline-grabbing confrontations over nearly every lever of the electoral apparatus. In the Republican-led legislature, the State House is considering two bills passed by the Senate that would sharply alter how elections are run, adding voting restrictions and effectively neutering the state elections board, which is now controlled by Gov. In North Carolina, every little edge could matter: The state, despite a long string of Republican presidential victories interrupted by Barack Obama’s 2008 triumph, has grown increasingly close. Ron DeSantis of Florida and other Republican candidates have already held events in North Carolina as they contend for their party’s nomination.

The Republican-led state is currently enforcing a near-total abortion ban, with exceptions for rape, incest or the life of the mother. MONTANA: Governor Greg Gianforte in May signed into law several bills limiting abortion access, including one that aims to overturn a 1999 state Supreme Court ruling that found the state constitution protected a right to abortion. TEXAS: While abortion is completely banned with very limited exceptions in Texas, Republican state representatives have introduced legislation that would compel internet providers to block websites that supply abortion pills or provide information on how to obtain an abortion. UTAH: Republican Governor Spencer Cox in March signed legislation to prohibit the licensing of abortion clinics, which abortion rights advocates say would effectively eliminate access in the state. In April, he also signed into law a bill to shield abortion providers and patients from other states' legal attacks.
